Several civilians are experiencing a strange phenomenon where they are visited by a mysterious being in their dreams at night, where the stranger promises them that their dearest wish will be granted. In return, they will be given "miraculous power" and they must employ their newfound strength to "bring the fight to the witches". Very cryptic. What's clear is that someone is out there, other than Kyubey, is playing the role of a 'wish granter' and is giving ordinary humans unchecked power with dire consequences mounting on the horizon.
